Major plans to redevelop a Birmingham school have been recommended for approval ahead of a critical meeting.
Planning permission is being sought to demolish and replace the majority of the existing buildings at Fortis Academy in Great Barr, Birmingham, with the city council describing them as “no longer fit for modern day teaching purposes”.
If the proposals are given the green light next week, a number of new buildings would be constructed as part of the Department for Education’s (DfE) School Rebuilding Programme.
In a recently published report, a Birmingham Council officer wrote that the scheme would deliver “significant educational, social and community benefits” and recommended it for approval.
“The proposed redevelopment of Fortis Academy would represent a substantial and much-needed investment from the DfE in modernising the existing ageing and inefficient school facilitates,” they said.”The scheme would deliver high-quality teaching, dining and sports facilities and improved external play areas. The proposed development has been sensitively designed to respect surrounding residential properties with appropriate design and massing and would not negatively impact on visual or residential amenity in the vicinity. They continued: “The proposal would deliver an overall uplift in outdoor sports provision, with enhanced sport pitch quality, increased soft play area and secured community access. While the reduction in indoor sports hall size is noted, this matter is outweighed by the wider public benefits of the scheme, and the delivery of modern, fit for purpose school facilities.”
Birmingham neighbours’ concerns
The council officer acknowledged that Councillor Graham Green and local residents had raised concerns over “existing unsafe and obstructive parent’s behaviour […] including inconsiderate parking”.
“However, these matters relate to individuals’ behaviour and compliance with existing highway regulations, which are enforced through Highway Authority rather than through planning system,” the report added.
“The propose redevelopment of the site would not introduce new access points or circulation patterns that would reasonably intensify off-site parking provision.”
The council officer also confirmed that the the proposal would have “no adverse impact” on the surrounding highway network and would provide sufficient parking and waste facilities.
The proposed works include:
- Demolition of the existing buildings on site (except for Sixth form block).
- Construction of a main school block containing general and specialist teaching and dining hall.
- Construction of a separate Sports and Performing Arts block.
- The provision of new landscaping, hard standing, games court areas, sport pitches.
- Visitor and staff parking, cycle parking and coach drop off facilities.
- New boundary fencing and access gates.
“The demolition of the existing school buildings and construction of the new buildings and associated development would be conducted in six different phases,” the report said. “The completed school site is intending to open in the academic year 2030.”
